- Sending or bringing a child into a receiving state by a parent, stepparent, grandparent, adult brother or sister, adult uncle or aunt, or guardian and leaving the child with any such relative or non-agency guardian in the receiving state.
- Juveniles who have been adjudicated delinquent and are placed through the provision of the Interstate Compact on Juveniles.
- Mentally ill and mentally defective children who are appropriate subjects of other interstate compacts, such as the Mental Health Compact.
- Placement in any institution primarily educational in character.
- Care in any hospital or medical facility.
